The America COMPETES Act of 2007 required that institutions receiving support from NSF provide training and oversight in the responsible and ethical conduct of research for undergraduates, graduate students, and postdoctoral researchers.  To facilitate the training, NSF provided support for the development of Ethics CORE (Collaborative Online Resource Environment) which will provide a resource for instructors, students, administrators, scholars, and practicing scientists.

Ethics Core is designed to serve all research areas supported by NSF. The website will include materials on ethics instruction, responses to ethical problems, and best practices. Currently, the site includes an on-line library and portal that gathers information from academic journals, news articles, and curricula; instructional materials; online forums; examples of best practices; peer-reviewed essays; and an encyclopedia of original articles.

The University of Illinois has committed to adding Ethics CORE to its permanent collection at the end of the grant period. AAAS’s Scientific Responsibility, Human Rights and Law Program served as one of several founding partners.
