Dr. Philip Rubin, CEO emeritus and former Senior Scientist at Haskins Laboratories, is currently a Senior Advisor to the President of Haskins, an adjunct professor in the Department of Surgery at the Yale School of Medicine, a Research Affiliate in Psychology at Yale, and a Fellow at Yale’s Trumbull College.  From 2012 through February 2015, he was the Principal Assistant Director for Science at the White House Office of Science and Technology Policy (OSTP), where he also served as Assistant Director for Social, Behavioral, and Economic Sciences and led the White House neuroscience initiative.  During that period of time he was also a Senior Advisor in the SBE directorate at the NSF.  He is the former co-chair of the White House National Science and Technology Council (NSTC), Committee on Science. Rubin’s research spans a number of disciplines, combining computational, engineering, linguistic, physiological, and psychological approaches to study embodied cognition, most particularly the biological bases of speech and language. He is best known for his work on articulatory synthesis, sinewave synthesis, signal processing, perceptual organization, and theoretical approaches and modeling of complex temporal events. He is a Fellow of the AAAS, APA, APS, and LSA, and is a member of the National Academy of Public Administration. From 2006-2011, Rubin was Chair of the National Academies’ Board on Behavioral, Cognitive, and Sensory Sciences. From 2009-2011, he was a member-at-large of the FABBS Board. From 2000 through 2003, he served as the Director of the Division of Behavioral and Cognitive Sciences at the NSF and was also the co-chair of the interagency NSTC Committee on Science Human Subjects Research Subcommittee.
